Description

This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP), nor is it construed as a commitment by the Government.  This synopsis is prepared in accordance with guidance in FAR 5.207, and is prepared for notifying potential Offerors of an upcoming Firm Fixed Price, Small Business Set Aside, Indefinite Delivery/Indefinite Quantity (IDIQ), competed acquisition in support of the Naval Surface Warfare Center Indian Head (NSWC IHD). 

The NSWC IHD, Picatinny Detachment, requires the manufacture and assembly of multiple weapons containers such as but not limited to CNU 762, MK 733, MK 750, MK 812, MK 825 and associated spare parts, which are required for shipping various naval munitions. These munitions are in support of multiple programs not limited to Vertical Launch Systems (VLS), Airborne Mine Neutralization System (AMNS), Light Weight Torpedo (LWT), Heavy Weight Torpedo (HWT) and various Standard Missile (SM) programs.

The Contractor(s) shall fabricate, test, inspect, palletize, and deliver metal weapons containers to include; conventional weapons, including precision extruded metal missile containers, torpedo containers, warhead containers, guidance section containers, utility containers, lightweight metal containers, and IHO ocean shipping containers, container spare parts and provide prototype support..

The Government intends to award more than one, 5-year IDIQ base contract, with subsequent delivery orders to be competed. The NAICS Code is 332439.

All Offerors must be registered in SAM (System for Award Management, www.sam.gov) with completed and up to date representations and certifications for the NAICS code provided in this synopsis. Furthermore, some technical documents/drawings may be export controlled. Therefore, Offerors shall be ITAR certified and have an approved DD Form 2345.
