Description
The U.S. Department of State (DOS) has a requirement for a qualified Contractor to provide Local Guard Services to support the U.S. Embassy Banjul in The Gambia. The Government requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement. The Contractor shall be required to provide services in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Anticipated period of performance is one base year and four one-year options (to be exercised at the sole discretion of the Government).
All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract.
RESTRICTED DISTRIBUTION AGREEMENT:
Vendors will need to request access to the documents via SAM's Explicit Access Request and complete the Restricted Access Request form and submit to the Contracting Officer via email. By requesting access, the vendor is adhering to the following:

THESE RESTRICTED ACCESS DOCUMENTS MAY NOT BE DUPLICATED NOR IS ANY SECONDARY DISTRIBUTION OF DOCUMENTS AUTHORIZED.
DATA SHALL BE KEPT IN A LOCKED DESK, LOCKED FILING CABINET, OR LOCKED ROOM WHEN NOT IN USE. UPON TERMINATION OF USE, THE HARDCOPY PRINTS AND ANY ELECTRONIC MEDIA SHALL BE DESTROYED BY SHREDDING THE PRINTS AND FORMATTING THE ELECTRONIC MEDIA. UPON TERMINATION OF USE, ALL MEDIA SHALL BE REMOVED FROM ANY COMPUTERS.

Offerors shall have an active registration on the System for Award Management at https://www.SAM.gov. Offerors shall ensure that t/he point of contact (POC) on the Restricted Access Request form provides his/her full name, including first, middle (if applicable), and last name. The POC's full name shall be identical to the full name in the SAM.gov database. The Offeror must also ensure that the submitting POC's full name, including first, middle (if applicable), and last name, are identical in SAM.gov.
In accordance with 22 U.S.C. § 4864, the Government will give preference to offerors qualifying as U.S. persons or U.S. Joint Venture Persons. All offerors (to include Joint Venture partners and the Joint Venture entity itself) MUST be registered in SAM.Gov at the time of proposal submission and prior to award.

The purpose of Amendment 0001 is to:
1) Post the solicitation Q&A and amend the RFP to incorporate the corresponding changes into the SF-33
2) Provide new or updated Exhibits A, C, D, M, P, Q, U, V, and 2.
3) Update Section I clauses to reflect latest revisions to clauses.
4) Extend the RFP due date to 08/03/2022 5:00PM EST.
07/29/2022: Update for interested offerors-- No solicitation amendment is issued at this time, however, the Dept. of State is continuing to review solicitation requirements and intends to issue an additional solicitation amendment to also include an extension to the RFP due date. This amendment will be issued and posted prior to the current closing date of 08/03/2022.
The purpose of Amendment 0002 is to:
1) Update the Issuing Address to reflect that this solicitation is being released by A/OPE/AQM/DSCD
2) Extend the RFP due date to 08/17/2022 5:00PM EST.
3) Update the reference to DUNS number in L.2 to reflect UEI. Provide an updated Exhibit P to replace DUNS number with UEI.
4) Provide an updated Q&A spreadsheet that includes a new Q&A item.
5) Remove the period of performance dates assigned to the base year and option year CLINs, recognizing that actual base year performance start date will be dependent on the timing of contract award and the completion of the transition period.
The purpose of Amendment 0003 is to:
1) Extend the RFP due date to 08/31/2022 5:00PM EST.
The purpose of Amendment 0004 is to update language in the following sections of the solicitation:
1) L.11.2.2.3 Experience
2) M.2.2.2.3 Experience
3) L.11.2.3 Past Performance
4) M.2.2.3 Past Performance
5) Extend the RFP due date to 09/02/2022 at 5:00PM EST
