Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.

The National Institutes of Health, Office of Purchasing and Contracts on behalf the Department of Laboratory Medicine intends to award a sole source firm-fixed price contract to Machaon Diagnostics Laboratories at 2023 Eight Street located in Berkeley, California 94710 to provide CXCL9 reference laboratory testing.

Machaon Diagnostics, Inc. is the only source capable of meeting the government’s that can provide CXCL9 with the fastest and efficient turnaround time (24-48 hours from time vendor receives sample).  The Department of Laboratory Medicine has several protocols that utilize CXCL9 testing to diagnosis HLH from other systemic inflammatory response syndromes (SIRS)and Sepsis.  Clinical Center patients with HLH is life-threatening and often are in the intensive care unit which is essential for a rapid Turnaround time.

  • Machaon Diagnostics, Inc. is Clinical Laboratory Improvement amendments (CLIA) certified laboratory.
  • CXCL9 testing is performed at Machaon Diagnostics in house and not sent to a 3rd party reference laboratory.
  • Performs testing daily Monday through Friday with same day resulting.

Meets the rapid turnaround time required for patient care and treatment guidelines. (24-48 hours from time vendor receives)

  • Samples are collected and sent same day to vendor for overnight delivery.
  • Has online portal to request testing service capabilities. 
  • Provides quality assurance reports and business reviews.
  • Offers other laboratory test services DLM may require in the future.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.501, For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.  Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

Interested parties may identify their interest and capabilities in response to this posting.

Interested parties capable of providing the same or similar products or services described in this notice may submit a capability statement outlining their capability to perform described work.  Capability Statements must be received within the time set forth in this synopsis to be considered by the Government.  The determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
