The U.S. Army Corps of Engineers, Philadelphia District (NAP) is soliciting bids for annual maintenance dredging of the Inland Waterway Chesapeake and Delaware (C&D) Canal federal navigation project which consist of performing dredging in Maryland and Delaware along the Inland Waterway C&D Canal and Upper Chesapeake Bay portion of the project. The Government intends to award one firm fixed-price construction contract as a result of this solicitation.

This solicitation is being issued as an Unrestricted/Full and Open Competition, Invitation for Bids per FAR part 14 – Sealed Bidding procedures. Reference the solicitation for bid opening information. Bonding is required at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required.

The contract period of performance is 120 calendar days. The Magnitude of Construction is estimated between $10,000,000 and $25,000,000.  The NAICS code for this project is 237990 - Dredging and Surface Cleanup Activities subset with a size standard of $37 Million. There will not be a government provided site visit for this project.

Solicitation documents, specifications, and drawings will only be available via this System for Award Management (SAM) link and through a search of the SAM homepage located at https://www.sam.gov/. No written or fax requests for the solicitation will be accepted. It is the contractor’s responsibility to monitor www.sam.gov for any solicitation amendments.

The solicitation contains FAR provision 52.204-7, therefore a bidder must be registered in the System for Award Management (SAM) database. Construction Wage Rates are applicable to this project. The awarded contract will contain Liquidated Damages at the rate specified in the solicitation.
