Description
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This Sources Sought is in support of Market Research being conducted by the Defense Commissary Agency (DeCA) to identify any potential small business service providers who are capable, qualified, and interested in satisfying requirements of the Defense Commissary Agency (DeCA). This is not a formal solicitation nor is this a Request for Quote/Proposal, nor an indication that a contractual commitment will exist for this requirement. The Government makes no assurance that any subsequent solicitation shall be issued and no award will be made directly in response of information received in response to this source sought. Information sought is for the purposes of satisfying minimum market research requirements IAW FAR Pt 10 Market Research, in order to develop an acquisition strategy and gauge the level of interest of small business service providers. The government does not intend to award a contract directly on the basis of this market research.
There is no solicitation available at this time. The purpose of this sources sought is to gain knowledge of, level of interest, capabilities and qualifications of small business service provider’s that are interested in the possibility of competing in a subsequent competitive solicitation, should one follow this Sources Sought. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses service providers to include but not limited to: 8(a), Service-Disabled Veteran-Owned, Veteran-Owned, HUBZone, and Women-Owned Small Business Service Providers. The Government requests that interested parties respond to this notice if capable and qualify as a small business service provider under NAICS Code 337215 Size Standard 1,250 Employees. If solicitation is released, it will be synopsized and posted on the System for Award Management website under Contracting Opportunities. It is the responsibility of the potential offerors to monitor that site for additional information pertaining to this requirement.
DESCRIPTION: Defense Commissary Agency (DeCA) is seeking potential small business service providers that are able to provide installation services for shelving equipment on hand at the Osan, South Korea Commissary.
The North American Industry Classification System (NAICS) for this effort is 337215 – Showcase, Partition, Shelving, and Locker Manufacturing
INFORMATION AND INSTRUCTIONS: Respondents must include the following information within their statement of capability packages. Capability packages shall not exceed 2 single-sided pages in length;

Draft Statement of Work
Furnish and Install Store Shelving
Shelving requirements for: Osan AB Commissary
K-55 Shin Chang-Dong Pyeongtaek-si
Gyeonggi-do 17765 South Korea
(Nearest City: Osan AB, South Korea)
Start: Approximately 7:00 pm March 3, 2023
Complete: No later than 6:00 am March 7, 2023
Contractor is to supply all supervision, installers, materials, tools and equipment to perform the work of installation of Madix brand shelving on hand. A representative of the installer, able to act on the contractor’s behalf, will be on the jobsite at all times. Laborers are to augment the installation to be provided by the government, except as detailed below.
Installation and deinstallation will be coordinated with the DeCA HQ Reset Coordinator, assigned to the Osan AB Commissary. This is a full shelving reset.
Installation/deinstallation will take place during the time frames stated above. The gondolas in the center area of the store are a top priority and will be completed by 6:00am March 7, 2024. Walls and End Caps are to be installed only after the center area is completed unless otherwise directed by the Reset Coordinator on site. Installers are to install/deinstall in the Main sale floor according to the floor plans.
In the Main sale floor installer will do as follow:
- 8 - 72 foot (78 inch high) upright gondola run
- 1 – 24 foot (54 inch high) low profile gondola, single sided
- 1 – 24 foot (54 inch high) low profile gondola, double sided
Install/pin shelving to wall using accepted commercial practices suitable for the items to be stocked. Install/deinstall sloped front end caps and contoured end displays as stated on the floor plan. Installers are required to install regular duty base and upper shelves as per the floor plan. Reset Coordinator will provide the contractor representative with new planogram prior to the start of the reset. Four Column kits are required to be cut and installed. At the time of shelving installation, the Reset Coordinator will indicate locations for installation of load levelers according to the new planogram.
A contractor representative is required to be at the job site 24 hours prior to the start of the installation to meet with the Reset Coordinator to preplan logistics and any issues before the installation time. This will include staging of materials, and checking for damages and shortages.
The contractor will ensure one installer will remain on site until 4:00pm March 7, 2023 to assist with the final installation. The primary job of the installer is to adjust level and secure shelving to prevent shelves from leaning and buckling once merchandise has been stocked on shelves. The Reset Coordinator will ensure that work has been satisfactorily completed and will indicate acceptance with a signature on the contractor’s inspection sheet.
Store Director is not authorized to contact the contractor directly for additional shelving/column kits nor have the installers perform work outside of the scope of the original contract and Statement of Work.
