Notice of Intent to Sole Source - Economic Data Subscription

The Department of Labor (DOL), Office of Assistant Secretary of Administration and Management (OASAM), intends to solicit and award a sole source contract in accordance with the authority of FAR 6.302-1(c)(1), full and open competition need not be provided when the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. 

The data analytics package is specific to the sole provider of this product:

The North American Industry Classification System (NAICS) code is 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services with a size standard of $40,000,000.

DOL Office of the Assistant Secretary for Policy (OASP) currently uses Economic Data Subscription Services to provide access to databases from government and private sources around the world. OASP requires databases that are updated immediately when new data is released and able to be accessed by an unlimited number of users within the same account, from any internet-connected computer anywhere.

This particular package of U.S. Basic Economic Data, U.S. Specialized Economic Data, and U.S. Regional Data, software and support are offered exclusively through Haver Analytics, Inc. The individualized database subscriptions would be too costly to procure without a bundled service.

The Requirement Specifications is attached. This action will result in a firm fixed price contract. The period of performance will commence on or about 30 September 2024.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not delay services.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.

The Government will not be responsible for any costs incurred by responding to this notice.
