Description

The Support Equipment and Vehicles Division at Robins AFB, GA (AFLCMC/WNZ) has a requirement for a 5-year,
Fixed Price Incentive Firm Target (FPIF)/Firm Fixed Price (FFP) Indefinite Delivery/ Requirements-type contract for
support of the 60K Tunner Aircraft Cargo Loader. The Tunner is a self-propelled 60,000-pound capacity aircraft
cargo transporter loader. The Tunner weighs 66,000 pounds; is approximately 15 feet wide by 50 feet long; and is
approximately 22 feet tall when fully extended. It transfers loads to and from warehouses, and to and from cargo
aircraft on the flightline. The Tunner interfaces with docks in warehouses and all Air Force cargo aircraft, including
many commercial Civil Reserve Air Fleet (CRAF) aircraft. The Tunner's powered conveyor system moves loads on
unit load devices (ULDs): pallets, platforms, and containers. The roller system on the deck converts to a flat deck for
rolling stock loads. The deck rolls, side-shifts, yaws, and pitches. The Halvorsen is air transportable on the C-5 and
C-17 aircraft. It is powered by a 6-cylinder diesel engine that drives hydraulic pump stack. The suspension height is
adjustable. The government intends to award a sole source bridge contract in accordance with FAR 6.302-1 to
Leonardo DRS. The anticipated contact will have a one-year basic period of performance with four (4) one-year
options and will include the following: Material Management, Program Engineering Support, Unscheduled Depot
Level Maintenance of the Halvorsen Aircraft Cargo Loader, and CHPMSK 30-day (1 Lot) and 90-day kits (1 Lot). IAW
DAFFARS 5305.204 and AFI 16-201, potential contractors are advised that foreign participation is not permitted. The
solicitation will be made available through the Government Point of Entry and is anticipated on or around 06 May
