Description
C.1 The U.S. Department of Commerce’s (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO) is seeking information on potential sources interested in, and capable of, providing services under North American Industry Classification System (NAICS) 541310 for Architectural Services (primary) and 541330 Engineering Services (secondary) for the functional relocation of its Mulkiteo and Montlake Northwest Fisheries Science Center (NWFSC) facilities, to the Manchester facility site.
C.2 In accordance with the enclosed attached draft Design Statement of Work (SOW) – see Attachment 1 (NWFSC Functional Relocation – Manchester Design SOW) - this project proposes to relocate the functions that currently reside at the Mulkiteo and Montlake facilities to the Manchester facility site. This effort will include the solicitation of design, construction cost estimating, commissioning, construction administration services, and contract award.
C.3 Major Functions: The major functions requiring relocation include:
- Environmental and Fisheries Science (EFS) Offices and Labs (Manchester); and
- Manchester new Recirculating Aquaculture System (RAS).
C.4 Potential services will include full A/E designs to expand existing, or construct, new facilities to house the functions enumerated in the enclosed attached draft SOW (Attachment 1 - NWFSC Functional Relocation – Manchester Design SOW). Design will include the fresh and salt water RAS systems to support the relocated lab functions. This information will guide the overall design solution for the function relocation.
C.5 Construction administration and commissioning services will be incorporated into future contracting efforts - to provide support services during design and construction. Also, Furniture, Fixture and Equipment (FFE) design services will be defined and executed as part of the overall project strategy.
C.6 Task Requirements: Base Bid Tasks and Options Include:
- Task 1: NWFSC Functional Relocation Design Drawings and Specification
- Task 2: Geotechnical Investigation
- Task 3: FFE design services
- Option 1: Enhanced Commissioning Services (both Design and Construction Phase)
- Option 2: Construction Administration Services
