Description
The NAVSUP Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office intends to acquire executive-level organizational and strategic analytical assessment services for the Joint Staff J-7 on a 100% Woman Owned Small Business Set Aside Basis. The resultant contractor shall provide executive-level, organizational and strategic analytical assessment services dealing with high-level turnover, organizational psychological analysis, transitioning missions, and fragmented communication issues. The period of performance for the required services encompasses 01 December 2022 to 09 January 2023 and entails performance onsite at the Joint Staff Suffolk, VA Complex and at the contractor’s facility. The Contractor shall conduct and facilitate interviews with the identified JS/J-7 leadership in person or by MS Teams prior to a J7 Offsite Event scheduled for 08-09 December 2022. During this offsite event the contractor shall provide complex facilitation to J-7 senior attendees comprised of GS-15 and O-6 military supervisors, approximately 25, utilizing the ontological phenomenological methodology approach including the capability to address strategies of leadership, strategic planning and thinking, culture, and structure/organization. Upon completion of the offsite event and no later than 9 January 2023, the Contractor shall furnish J7 with a written analysis eliciting current cultural perspectives, efficiencies and inefficiencies, areas of growth, and anticipated and current challenges as related to changing the current organization collaboration and performance. The Government is using the policies contained in Part 13 in its solicitation for the described services. Interested vendors will be requested to submit both a non-price and price quotation. The evaluation for the resultant purchase order award will consider the non-price quotation more important than the price quotation. The applicable NAICS code is 541611 with a small business size standard of $21.5 million.
