Justification, Statutory Authority in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.

Synopsis:
The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZD), Edwards AFB, CA intends to issue a sole source contract to Applied Video Imaging, 355 Rio Road West, Suite 101, Charlottesville VA 22901, for the 16x16 Rugged 3-G SDI Video Switch and 3-G SDI to NTSC/PAL Scaling Video Converter, 4 Channel. The contract will be executed by means of other than full and open competition, due to the video switches are needed as part of a system required for the RMP video backbone prior to the start of the upcoming program.
The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.106-1(b)(1) that the circumstances of this contract action deem only a single source is reasonably available.
Applied Video Imaging is the only company capable of meeting this required. The test program needs a system who can analyze and simulate several busses: CAN, MIL-STD-1553, ARINC-419, ARINC-664, fiber channel, 25 GigE and IEEE-1394. The ability to analyze and simulate those busses is required to test the aircraft systems and special instrumentation.
The requirement calls for the following:
1. 16x16 Rugged 3-G SDI Video Switch (Qty: 1)
2. 3-G SDI to NTSC/PAL Scaling Video Converter, 4 Channel (Qty: 1)

The Government requests that initial feedback, comments and questions be submitted no later than Five (5) calendar days from the date of this notice posted to www.beta.SAM.gov. In accordance with leeway permitted by FAR 13.106-1, all responsible sources may submit a capability statement, which shall be considered by the agency. No telephone responses will be accepted. Any information submitted by respondents to this Notice of Contract Action is strictly voluntary. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such, and will be properly protected from disclosure. No classified information shall be submitted. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel.
The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101 – Ombudsman, will be included in any potential solicitation and contract for this acquisition.
