Description
Attached is solicitation 693JJ323R000013 Amendment 1 for Legal Advisory Services for the Build America Bureau. This amendment includes questions and answers. There are no changes to Attachments J.1-J.4 as a result of this amendment.
Proposals remain due on May 9, 2023, at 2pm Eastern Daylight Time.
This requirement is being solicited through full and open competition. The Government anticipates, but does not guarantee, awarding three to six IDIQ contracts. The Government anticipates, but does not guarantee, to make an award by September 15, 2023.
The objective of this IDIQ contract is to provide legal advisory services in the surface transportation infrastructure finance area to support the activities of the Bureau related to credit assistance requests, portfolio management matters (e.g., large amendments, restructurings), and other Bureau matters (e.g., template revisions, training of Bureau staff). The Contractor must provide legal advisory professional support services, as needed, in a variety of transportation infrastructure finance topics to support the Bureau’s activities. Potential activities include, but are not limited to, legal research, due diligence, negotiating and documenting individual credit transactions, and the issuance of legal opinions on matters affecting the Credit Programs, and general legal advice (ad hoc basis). This work may pertain to a specific project transaction, portfolio management actions (including bankruptcy, restructuring and reorganization) or non-project matters (e.g., template revisions, training of Bureau staff).
