Description

The National Institute of Environmental Health Sciences (NIEHS or Government) Office of Acquisitions (OA) intends to enter into sole-source negotiations with and subsequently award a GSA MAS task order (GS-00F-120DA / 75N96024F00070) modification to Jefferson Consulting Group, LLC, 1666 K Street NW, Suite 1110, Washington, DC 20006-1287 to increase the contract scope and dollar amount in order to quickly procure unanticipated and in-scope acquisition support necessary for NIEHS OA to effectively assist the Division of Extramural Research and Training (DERT) with acquisition and solicitation package development and technical evaluation support for its recompete of its mission-critical Grants Application Development System (GADS) contract. This anticipated modification will be executed in accordance with (IAW) the authority at FAR 8.405-6 – Limiting Sources pursuant to FAR 8.405-6(a)(1)(B).

DERT requires the following acquisition support: 1) Review of and assistance with Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) development; 2) IGCE development support; 3) Evaluation Criteria development support; and 4) Technical evaluation support. This work will run concurrently with the order’s 12-month period performance through 09/18/2025.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS.

This acquisition is being pursued on a limited source basis under the statutory authority FAR 8.405-6(a)(1)(B) since only one source is capable of providing the services required at the level of quality required because the services unique time constraints associated with the NIEHS GADS contact recompete and award date of mid-March 2025.

Only responsible sources may submit a capability statement no later than 12:00 PM EST on November 25, 2024. Responses received after this deadline may not be considered by the Government.

A determination by the Government not to compete this requirement as a result of information received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in connection with responding to this notice.
