Disclaimer: The Command, Control, Communications, Computers and Cyber Intelligence Surveillance and Reconnaissance Center (CSISR) on behalf of the Department of the Army, is attempting to gather information from industry partners interested in and capable of providing support to the US Army Development Command (DEVCOM). The purpose of this Request for Information (RFI) is to identify interested and available sources for the requirements described herein. Funding is not available at this time and no award will be made as a result of any response provided. This is a market survey for planning purposes only. Submitting company information does not bind (CSISR) or the Department of Army to any future solicitation or contract as a resulting of this RFI; nor are they responsible for costs incurred by any individual company in the generation of their RFI response.

Background:

DEVCOM C5ISR awarded a Task Order (W52P1J-20-D-0042 / W56KGU-22-F-0014) under the Army’s Computer Hardware, Enterprise Software Solutions (CHESS) Indefinite Delivery / Indefinite Quantity (IDIQ) program on 31 March 2022. The Task Order is entitled “Human Resource Enterprise Software Support & Licenses”.  The Task Order was awarded as a Firm Fixed Price (FFP) contract type awarded to Carahsoft Technology Corp of Reston VA. The Task Order carries a five (5) years Period of Performance to 30 March 2027.  The Task Order was awarded in the amount of $6,223,572.30.  The Government has identified a need to procure additional software that is within scope, but as a result would lead to an increase in ceiling if executed.

Requirement Synopsis:

The software support on this Task Order assist the Army in the configuring and implementation a modernized Human Resource (HR) platform which meets the current Government standards, and to migrate data within the legacy Human Resource Enterprise (HRE) platforms. The scope also includes annual procurement of software licenses for the implemented HR platform.  A recent change in requirements standards has led the Army to realize there is a need for increased functionality including relationship maps, interactive organizational chart, hierarchy mapping, and contact trees, within its existing HRE platform. Those advanced capabilities are not included in the existing licenses procured by Carahsoft (the Prime Contractor) and related Subcontractors on this effort.  The Army has identified a potential source (Squivr  LLC,  a partner of Salesforce (a Subcontractor on this effort) who could provide interactive organizational chart capabilities. As a Salesforce partner, Squivr’s functionality is the only provider compatible with the C5ISR existing HRE platform, as Salesforce has not given host rights to any other licensing agency to interact with its software. In order to leverage these capabilities for the data already housed within C5ISR’s HRE platform provided by Salesforce, the C5ISR Center believes it must procure Squivr ArcSight licenses. The Army’s current knowledge is that Carahsoft has an exclusive teaming arrangement with both Salesforce and Squivr.

Requested Information: The US Army Contracting Command – Aberdeen Proving Ground (ACC APG) is requesting a survey of the current Marketplace to verify any vendors who have distribution and teaming arrangement rights with Salesforce and Squivr in order to procure the necessary software to meet the current HRE standards.

All questions/clarifications regarding this announcement must be submitted in writing using the same email addresses. Requests for in-person presentations, phone calls, and/or discussions will not be honored at this time. If you choose to submit proprietary information, mark it accordingly. The Performance Work Statement (PWS) shall be made available upon request.
