Description

Amendment 0002, hereby extends the response date from 3 Oct 2023 at 10:00 am, ET to 8 Jan 2024, 10:00 am, ET.  As provided by attement titled:  IB08 Amendment 2 - extending the response date 9-29-23.  For your convenience attached is a conformed copy title IB08 W9124D23R0096 conformed through A0002 9-29-23 is provided.

NOTE:  Response to all industry questions will be provided in a separate amendment at a later date.

All responses shall acknowledge any and all amendments.

This amendment hereby replaces the SOO dated 27 Jun 2023  in its entirety with the current SOO dated 11 Sep 2023.  As provided by attachment titled:  IB08 A00001 W9124D23R0096 - SFL-NETWORK 9-11-23

This requirement is to create and provide support services for a web-based communications platform for the voluntary enrollment of: (1) Retired Soldiers (2) Army Veterans and (3) Soldiers from all three Army components that have not retired. Soldiers transitioning to civilian status and the Retired Reserve as well as retiring active service Soldiers will be invited to join the platform in order to remain in contact with the Army after their service is completed. The platform will (1) disseminate selected Department of the Army and Department of Defense (DOD) information and policies of interest to Army Veterans, (2) encourage collaboration between Army Veterans and the Department of the Army in order to accomplish Army goals and missions, (3) facilitate networking between Soldiers and Army Veterans, particularly during transition/retirement planning, and (4) encourage Soldiers and Army Veterans to understand and promote the Soldier for Life mindset.

This requirement encourages transitioning Soldiers and Army Veterans to remain Soldiers for Life who continue to actively support the Army’s goals and objectives. The web-based service must be able to support the maximum relevant population which the Army estimates at 8,000,000 users. Normal operational capability must be available on a continuous basis - 24 hours a day, 7 days a week.
