Description

WV - National Conservation Training Center Wastewater and Water Treatment Plants Renovation

SYNOPSIS:

PROJECT INFORMATION: The National Conservation Training Center (NCTC) is an active training facility for the U. S. Fish and Wildlife Service. The NCTC site is a campus setting with multiple buildings, which include lodges, offices, training rooms, a large auditorium, a laboratory, dining facilities, gymnasium, operations support, a central plant and self-contained water and wastewater treatment facility. The majority of the buildings on campus were constructed between 1994 and 1997.

PROJECT SCOPE: This is a construction project consisting of work which includes, but is not limited to, equipment installation and replacement at the wastewater and water treatment plants. The work includes all necessary preparation, testing, and site restoration.

The primary NAICS for this acquisition is 237110 with a Small Business Size Standard of $45 Million.

PROPOSAL PERIOD: The Request For Proposal (RFP) is scheduled for release on or about 13 December 2023. The proposals will be due 30 days after the RFP release. The anticipated award date is on or about 31 January 2024.

PROPOSAL PROCEDURES: The acquisition will be issued as a Full and Open, Unrestricted, Request For Proposal (RFP) through SAM.gov . Evaluation criteria will be stated in the RFP. This acquisition will result in a single fixed price construction contract. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors in the solicitation. The magnitude of the project is between $1,000,000 and $5,000,000.

Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
