This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST     does not intend to award a contract based on this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes proprietary components, interfaces and equipment, and clearly marked restricted or proprietary components, interfaces and equipment, and data included as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper.

NO SOLICITATION DOCUMENTS EXIST AT THIS TIME.

NIST is seeking information on small business concerns that can provide data and analysis on semiconductor manufacturing equipment and fabs

SPECIFIC TASKS:

CPO requires. Including:

  • wafer and facility level cost simulations for specific semiconductor technologies and geographical locations;
  • data on sub-systems to trace the manufacturing equipment that will be placed in U.S. fabs, as well as their critical sub-systems;
  • utilization rates of fabs by different types of semiconductor production markets; and
  • data on 300mm fabs, in terms of process technology and capacity.

CPO requires this information in order to properly review and analyze applications submitted in response to the CHIPS notice of funding opportunities; without this data CPO would not be able to meet its mission and obligations under the CHIPS act.

Specifically, the government requires data and analytical tools to inform analysis on:

  • Market share, regional sales, application and forecasting for Wafer, Assembly & Packaging and Test Equipment, including critical equipment sub-systems
  • Regularly updated key performance indicators in the semiconductor and equipment supply chain (e.g. pricing, inventory, forecasting, equipment, performance indexes)
  • Forecasting for semiconductor supply-chain operations (e.g. advanced packaging demand, design, equipment demand, macroeconomic/electronic industry, utilization rates)
  • Detail analysis of 300mm fab, including products, nodes, capacities
  • Customizable cost and price modeling tools that support multiple wafer size & cost elements across different geographies, technology nodes, at facility levels

NIST is seeking responses from all responsible small business sources under the size standard of $19.5 million dollars associated with the applicable NAICS code, 541990 – All Other Professional, Scientific, and Technical Services.

Please include company’s size classification and socio-economic status in any response to this notice.

Companies able to provide such services are requested to email a detailed response describing their abilities to yolanda.mccray@nist.gov no later than the response date for this source. The report should include any information relevant to your capabilities and the following:

  1. Name of company/companies that are authorized provide services, their addresses, and a point  of contact for the company (name, phone number, fax number and email address).
  2. Number of days, after receipt of order that is typical for delivery of services.
  3. Indication of whether the services are currently on one or more GSA Federal Supply Schedule contract or any other government-wide contracts. If so, please provide the applicable contract number(s).
  4. Indication of whether the services proposed is a commercial item currently offered in the marketplace.
  5. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements.
