Description

This is a Notice of Contract Award. The associated North American Industry Classification System (NAICS) code was 611430 with a small business size standard of $12,000,000.00

The Government had a requirement to procure the following:

1 Job – Venue within the Florida/Georgia region. Members from the Florida/Georgia USAF EOD Community will be having a competition and require the following support. The competition to support USAF Explosive Ordnance Competition. The venue shall be able to support:

  • 50 personnel
  • Food and beddown of those personnel shall be available on-site. However, those expenses shall be separate and each member shall be utilizing their Government Travel Card for said those expenses. This purchase order is only for the venue, but the venue shall have the capability to support these needs.
  • Capabilities for the use of explosives and explosive tools unhindered by scheduling deconflicts for the duration of the event
  • Realistic urban, suburban, deployment, air field, and contingency environments, all within the same facility/facilities/event compound
  • Venue shall allow AF EOD to exercise the full spectrum of EOD operations and evaluations needed (conventional and improvised explosives, chemical, biological, and radiological weapons of mass destruction, small tactics and shooting)
  • Venue shall allow use of explosives up to 15 lbs NEW and allow for explosive tool usage in all areas. Additionally, a 360 degree small arms range is required to conduct a shooting competition.  
  • The venue shall allow for all 50 EOD technicians to train and operate concurrently at the same location

The Government intention was to negotiate a sole-source contract for the purchase of the items described above. The identified sole-source provider/producer of these items was as follows:

The Government determined that no other source could meet this requirement. Currently, Guardian Center was the only known commercial entity that could provide the full range of capabilities within the competition area. Additionally, the requirement was posted to SAM.gov for 15 days prior to award under Notice ID: FA805122Q0150 and no other responses were received.
