Description
The Centers for Disease Control and Prevention (CDC) intends to solicit and negotiate a sole source contract with Carefusion Solutions, LLC, 3750 Torrey View Ct., San Diego, CA 92130.
This notice is provided in accordance with FAR 5.203(a).
The Contractor shall furnish all necessary technical assistance and access to a non-exclusive, nontransferable and nonsublicensable, limited rights for three years to use all 2011- 2024 patient data. The Contractor will work the CDC to come up with an indicator to identify hospitals with SARS-CoV-2 burden. The requirement is not to provide SARS-CoV-2 data, but the ability to stratify the hospital cohort data by SARS-CoV-2 burden.
Due to the nature of work, the CDC believes Carefusion Solutions, LLC is the only vendor capable of meeting this requirement. Carefusion Solutions manages a healthcare database with available antimicrobial resistance data. Carefusion Solutions has an affiliation that includes 400 U.S. hospitals and other provider organizations with date-stamped log of billed items, including patient demographic information, discharge information including length of stay, individual microbiology laboratory results, and hospital information. In order to accurately determine antibiotic resistance, detailed microbiology laboratory results are required, and most large administrative data sources typically only include coded data such as ICD diagnosis codes which are not accurate enough to determine antibiotic resistance. To be able to generate national estimates, data from a large number of hospitals across a diverse set of regions, hospital sizes, and characteristics are needed for representative estimates.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. The authority permitting other than full and open competition is FAR Subpart 13.5, 41 U.S.C. 1901. The North American Industry Classification System code for this procurement is 541690 – “Other Scientific and Technical Consulting Services.” Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive proposals; however, all responses received within four (4) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
