Description
Amendment 4 Posting: April 17, 2023
The purpose of this amendment is to incorporate one new attachment to the posting:
- SF33 for Amendment 4: this version corrects the due date in Box 9 from 05/02/2023 to 05/03/2023, as shown throughout the RFP.
This is also a reminder that April 19, 2023 is the deadline to submit Box account information which is required to submit a proposal for this solicitation.
In accordance with section L.26 of the RFP, “All individuals intending to submit proposal content to NASA on behalf of an Offeror in response to this solicitation shall create a Box account in accordance with the instructions in Attachment J.2-I, Instructions for Setting up a Box Account.”
“Failure by the Offeror to complete Steps 1 and 2 of the procedure described in Attachment J.2-I by 14 calendar days prior to the proposal submission deadline shall result in NASA rejecting any proposal content submitted by the Offeror.”
Amendment 3 Posting: April 5, 2023
The purpose of this amendment is to incorporate one new attachment to the posting:
- SpaceDOC III Final RFP Questions and Answers for Amendment 3: this version corrects the Phase-In Plan attachment number from I-1 to I-i.
Amendment 2 Posting: April 3, 2023
The purpose of this amendment is to incorporate four new attachments to the posting:
- SpaceDOC III Final RFP Questions and Answers
- SpaceDOC III Final RFP – Amendment 2: this version of the RFP incorporates the changes highlighted in the SpaceDOC III Final RFP Questions and Answers document. In addition, the following changes were made as a result of further internal reviews:
- Requirements to provide facsimile numbers in proposals were removed.
- Incorrectly labeled clauses, L.9 52.215-1 INSTRUCTIONS TO OFFERORS – COMPETITIVE ACQUISITION and L.19 52.214-35 SUBMISSION OF OFFERS IN U.S. CURRENCY, were corrected.
- The Executive Technical Summary was given a firm limit of “a maximum of 300 words in length.”
- J.1-K IT Security Management Plan was removed from the list of attachments, as it is not due with proposals and is instead due 30 days after contract award, as described in DID CD-04.
- J.1 A Statement of Work – Amendment 2: this version of the Attachment J.1-A incorporates the changes highlighted in the SpaceDOC III Final RFP Questions and Answers document.
- J.2-J Surveillance Plan – Amendment 2: the addition of Attachment J.2-J is the result of the questions received from potential offerors, as highlighted in the SpaceDOC III Final RFP Questions and Answers document.
Amendment 1 Posting: March 23, 2023
The purpose of this amendment is to provide a revised version of attachment J.2-D Cost Price Forms. Offerors and Major Subcontractors shall use the attachment titled ‘J.2-D Cost Price Forms Revision 1’ for proposal preparation. Yellow highlights are provided, as a courtesy, to identify changes between the original and revised versions. Yellow highlights may be removed prior to submission. In addition, Form 6 – FBACP Template was removed.
Original Posting: March 16, 2023
NASA Glenn Research Center hereby issues a Request for Proposal for the SpaceDOC III requirement. The principal purpose of this requirement is to deliver technology development hardware and software, space flight hardware and software, ground support equipment, spares, operational support and research data. As such, the contractor shall be responsible for the definition, design, development, analysis, fabrication, assembly, test, verification, delivery, and/or operation of space flight systems, associated support systems and equipment, and related ground development activities, that include research and technology developments and demonstrations. This contract scope can support all NASA GRC work content as described above and all NASA mission directorates as well as other agreements NASA has with other government agencies and non-government organizations.

The North American Industry Classification System (NAICS) code for this acquisition is 541715 - for businesses operating in the engineering research and development sector (except for nanotechnology and biotechnology) and the small business size standard is 1,000 employees.
