Description of Work:
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract to perform Beach Nourishment of Oakwood Beach, Elsinboro Township, Salem County, New Jersey.
Contract work will consist of conducting pre-placement condition surveys and place/pump approximately 55,000 CY of sand from a borrow area in the Delaware River (Reedy Island Range), which is approximately 3.6 miles south of the sand placement area, a 9,500 foot stretch of shoreline known as Oakwood Beach in Elsinboro Township, Salem County, New Jersey. The goal is to restore the design beach to 50 feet wide at Elevation +6.0 feet NAVD88.
Three (3) quantity options (10,000 CY, 20,000 CY and 30,000 CY) will be included to place more sand depending on bid prices received and sand need. Sand must come from the offshore borrow area. Trucking in sand will not be permitted under this contract.
The NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $39.5 Million. Estimated cost range of the project is $5 - $10 Million dollars. The Advertisement will be unrestricted full and open.
The awarded contract will contain Liquidated Damages at a rate to be specified in the Solicitation.
Solicitation No. W912BU22B0013 will be issued on or about 25 August 2022. Bid opening will be conducted 27 September 2022 at 11:00a.m. Bonding will be required; at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required. The award will be made as a whole to one bidder in accordance with FAR Part 14 Procedures. The contract period of performance is 90 Calendar days.
Solicitation documents, plans and specifications will only be available via the SAM.gov homepage located at https://www.SAM.gov/. Registration for plans and specifications should be made via SAM Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor’s responsibility to monitor SAM for any amendments. The solicitation will contain FAR 52.222-38 Compliance with Veterans’ Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans’ Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
