Description

THE WORK CONSISTS OF:

The goal of this project is to minimize the ongoing hydraulic fluid slip, which is consequently allowing the operating gates to drift from their specified height. The project includes, but is not limited to, the removal and replacement of the middle piston ring for each gate (three service, three emergency) and replacement with a new hydrolysis-resistant polyurethane piston seal manufactured to operate within the specified hydraulic fluid type, pressure, & temperatures. The Contractor shall note that only one gate at a time may be worked on until the repair work is complete.

The outlet works are incorporated within the spillway and consist of three conduits located through the deep section of the spillway adjacent to the non-overflow section. Access to the gates is by a stairway from the equipment operating room and then through a gallery. Flow through each conduit is controlled by a hydraulically operated gate; additionally each gate is also equipped with a hydraulically operated emergency gate. All gates are operated by hydraulic pumps located in the equipment room. Flow through the conduit passes back into the natural river channel. During normal operation all gates are maintained at a 3-foot opening. Air vents are provided for both the service and emergency gates.  

There is an onsite 2-ton monorail hoist located in the operating room that will be available for use; however, the Contractor shall be required to provide an annual inspection certificate and conduct operational testing prior to use.  Existing anchor points are located above the gate cylinders in the gallery. Similar to the monorail hoist, the Contractor shall be required to conduct operational testing prior to use. 

The gate chamber (gallery) is considered a Non-Permit Required Confined Space. If work execution in the gate chamber creates an atmospheric hazard, the gate chamber will be reclassified as a Permit-Required Confined Space.

The magnitude of construction is between $100,000 and $250,000

This procurement is set-aside for small business vendors. The applicable NAICS code is 237990 with a Small Business Size Standard of $45 Million.
