Description

PRE-SOLICITATION NOTICE

The Department of Homeland Security, U.S. Customs and Border Protection (CBP), intends to issue a Request for Proposal (RFP) for Multirole Enforcement Aircraft (MEA) Land Interdiction (LI) variant for Air and Marine Operations (AMO).  The anticipated contract award will be a single award hybrid Firm Fixed Price (FFP)/Time and Materials (T&M) Indefinite Delivery-Indefinite Quantity (IDIQ) contract. The FFP contract line items would be identified for the fully missionized MEA-LI, fully missionized MEA-LI non-radar equipped, “green” unmissionized aircraft, long lead items, mission system integration, training courses and materials, and a ceiling limited initial spares. The T&M contract line items would be available for field service representative (FSR) support   

The NAICS code will be 336411.

The anticipated contract period will be for a base ordering period and four option ordering period.

The MEA program will support law enforcement and emergency response operations by providing sensor-equipped surveillance aircraft capable of collecting, recording, and transmitting real-time imagery to tactical and strategic command and control coordination centers. In addition to surveillance, the MEA will serve as a force multiplier for law enforcement and emergency personnel by providing rapid-response deployment of equipment, canines, and people.

This notice is neither a request for proposal nor an invitation for bids. There is no formal solicitation available for this requirement at this time.
