16. Description:  U.S. or foreign flag, self-sustaining vessel(s) capable of carrying a portion of 440,515 square feet (28,777 short tons) of military cargo (wheeled vehicles, tracked vehicles, and breakbulk).  Each vessel shall have a minimum military useful capacity (measured in square feet) of 100,000 square feet.  Minimum laden speed shall be 15 knots while laden.

 17. The place/range of delivery is Beaumont, TX (USA) and the redelivery is Vlissingen, Netherlands.  The layday commences 06 March and cancels 12 March 2022; offers to indicate estimated time of arrival (ETA).  The charter period will be 22 days.

 18. Set-aside Status: Unrestricted. The decision to release this solicitation on an Unrestricted, Commercial basis is based on responses received from a recent sources sought notice for this service.  Small Business Administration Procurement Center Representative has concurred with this decision.
