Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, Cost Plus Fixed-Fee (CPFF) order under Basic Ordering Agreement (BOA) N0001921G0006 with The Boeing Company (Boeing), St. Louis, MO, for the procurement of the EA-18G Growler Block 2 (GB2) Phase 2 Beowulf Subsystem to support United States Navy (USN) requirements.  This procurement will be a base plus three options; the base will include the non-recurring efforts required to design, develop, test (including test assets), and integrate the Beowulf Subsystem on EA-18G Developmental and Operational Test aircraft.  The options will include the procurement of ten (10) Low Rate Initial Production (LRIP) Beowulf Subsystem shipsets, both A-Kits and B-Kits, as well as B-Kit spares.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.”  As the incumbent contractor for the EA-18G, only Boeing has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required.
