                                                OVERHAUL OF SHIP SERVICE DIESEL GENERATORS


This is a Sources Sought Notice for planning purposes only.  The Government does not intend to award a contract on the basis of this Notice.  The acquisition, if issued, will be issued as a Request for Quote (RFQ) in accordance with FAR Part 12 and Part 13.5.  A DRAFT Statement of Work is provided for informational purposes only.


In preparation for an upcoming procurement, the Department of Commerce,NOAA, Eastern Acquisition Division, Norfolk, VA on behalf of the OMAO, is performing market research to determine potential sources to provide a 10,000 hour top-end overhaul of the No. 3 and No. 4 ship service diesel generator (Caterpillar(CAT) D398) for the NOAA Ship Okeanos Explorer located in Honolulu, Hawaii for the FY24 repair period on November 25, 2024 to December 6, 2024.  The North American Industrial Classification System (NAICS) code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.  The size standard for this NAICS code is $12.5 million.  

All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to submit a brief (no more than three pages), typed Capability Statement in response to this sources sought announcement.  The nature of the work to be performed is to provide a top-end overhaul of the No. 3 and No. 4 ship service diesel generator (Caterpillar(CAT) D398) for the NOAA Ship Okeanos Explorer while undergoing dockside repairs in Hawaii as described in the attached Draft Statement of Work.  This is not a request for technical or cost proposals.


Standard brochures shall not be considered a sufficient response to this notice.  Submitted Capability Statements shall include the following:

a)    Company name and address
b)    DUNS number
c)    Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-  disabled veteran owned           small business, HUBZone small business, small disadvantaged business, and/ or women owned small business) as validated           via the System for Award Management (SAM) and based on the anticipated NAICS code identified above
d)    Company point of contact – name, phone, and e-mail address
e)    A description of the company’s ability to fulfill the requirements outlined in the attached DRAFT Statement of Work


Interested sources shall submit an electronic copy of their Capability Statement to Tamara Horton, Contract Specialist, via e-mail at tamara.horton@noaa.gov no later than 3:00 PM EST on May 25, 2024.  This is not a request for quotation.  The Government does not intend to award a contract based on this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned.  Information received will be considered solely to make an informed decision regarding a potential procurement.  Submit any questions or responses to this Sources Sought announcement to Tamara Horton, Contract Specialist, via e-mail at tamara.horton@noaa.gov.  Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.   The responses received to this sources sought notice will help determine any potential socio-economic set-asides for this requirement.
