SUMMARY OF AMENDMENT 0001

This combined synopsis/solicitation has been amended to (1) update the technical requirements for the hardware to reflect the updated technical specifications of the new hardware model; (2) remove the training and installation requirements to reflect standard commercial practices; and (3) extend the question deadline and solicitation response deadline. Please see the attached amendment for full details.

GENERAL

The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Neuro-Oncology Branch (NOB) is a trans-institutional initiative that launched in 2000. The branch is sponsored by both the National Cancer Institute (NCI) and the National Institute of Neurological Disorders and Stroke (NINDS). Its mission is to develop novel diagnostic and therapeutic agents for patients with primary central nervous system tumors.

To achieve its mission, the NOB studies translational immunology and requires the ability to visualize and analyze brain tumor tissue of experimental animals (e.g., mice) at the cellular and molecular level.  One commonly used method is by using confocal microscope and light sheet microscope technology. To accomplish this, the NOB requires a high-performance computer workstation to process, visualize, analyze and store image data of tumor tissue generated with confocal microscope and light sheet microscope.

This is a Combined Synopsis/Solicitation for brand-name commercial items, prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice, and shall be processed in accordance with FAR Part 13– Simplified Acquisition Procedures. This announcement constitutes the only solicitation that will be provided in relation to the stated need contained herein. This solicitation is issued as a Request for Quote (RFQ) and includes applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2023-04.

This requirement is a Total Small Business Set-Aside. The requirement’s North American Industry Classification System (NAICS) code is 334111 with a size standard of 1,250 employees.

NCI anticipates issuing one (1) Firm-Fixed-Priced purchase order award as a result of this solicitation.  

SUBMISSION INSTRUCTIONS

Quotes must be submitted electronically, via e-mail, to the Contract Specialist, Renee Jones-Chuang, at renee.jones-chuang@nih.gov no later than the deadline specified in this notice. Responses submitted via other methods (e.g., facsimile, postal mail) or to any other party will not be considered.

Modifications, responses, or revisions received after the deadline will be considered “late” and will not be accepted except in accordance with FAR 52.212-1(f).

Responses must be in MS Office (e.g. Word, Excel), or Adobe .PDF format.

Please reference the solicitation ID number, 75N91023Q00073 in all correspondence.

By submitting a response, the Quoter agrees that the resulting award will incorporate only the provisions and clauses, and terms and conditions, as outlined in this solicitation and stated in the award. Any Contractor-provided terms and conditions or agreements will be for reference only. Should the terms of the Government’s award document and any Contractor-provided terms and conditions or agreements conflict, the Government-provided provisions and clauses, and terms and conditions shall control.

This solicitation does not commit the Government to pay any cost for preparation and submission of a quote. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed acquisition. By submitting a response to this solicitation, the Quoter certifies they understand that the quote will become a part of the official contract file.

The Government reserves the right to request revisions that seek additional price discounts, revisions, or clarifications for aspects of the quote. In the event that the Government seeks revisions or clarifications, the Contract Specialist will provide a reasonable deadline for submission of those revisions/clarifications based on the complexity of the request.

Full details regarding submission procedures can be found in the attached Request for Quotation (RFQ). It is the Quoter’s responsibility to read the RFQ and all related documents carefully to ensure all necessary documentation is submitted.

PROCEDURES FOR QUESTIONS

Questions must be submitted electronically via e-mail to the Contract Specialist, Renee Jones-Chuang, at renee.jones-chuang@nih.gov no later than 2:00 PM EST on June 20, 2023. Questions may be submitted in MS Word, Adobe PDF, or within the body text of the e-mail.

Please be advised that the Government may transmit any questions and answers of a common interest to all prospective contractors or post the responses to such questions on the Governmentwide Point of Entry (GPE), www.sam.gov. Thus, Quoters should ensure questions do not contain any sensitive or proprietary information.
