Other Transaction (OT) for Information Warfare Research Project (IWRP) 3

This a is a notice for the Information Warfare Research Project (IWRP) 3 Industry Day
and DRAFT Program Announcement (PA) for Naval Information Warfare Systems Center
Command (NAVWAR), Naval Information Warfare Center (NIWC) Atlantic and NIWC
Pacific, consortium-based Other Transaction (OT) (N6523623R0063).

NAVWAR, NIWC Atlantic, and NIWC Pacific will hold an Industry Day for a consortium-
based OT under 10 U.S.C. §4022 for the IWRP 3. The event will be held in person at
Trident Technical College located at 7000 Rivers Avenue, Building 1000-Skyview Briefing
Center, North Charleston, as well as virtually via Microsoft Teams on 11 October 2023
from 1000 EST to 1200 EST. In the afternoon, One-on-One sessions will be scheduled on
a first come-first serve basis with interested parties for fact finding and market research.


The purpose of this Industry Day is to: 1) improve the understanding of the
Government's anticipated OT strategy; 2) improve the understanding of the
Government's technical scope areas; 3) provide an opportunity for questions and
answers (Q&As) regarding the opportunity, and 4) receive feedback for areas of IWRP 3
OT consideration.

The IWRP 3 Industry Day will include presentations from NAVWAR, NIWC Atlantic, and
NIWC Pacific technical personnel and representatives. There will be a Q&A session during
the Industry Day. All Q&As submitted before, during and after the Industry Day will be
recorded and posted to NAVWAR E-Commerce under the OT PA in the Solicitation section
(https://e-commerce.dc3n.navy.mil/). Additionally, all presentation material used at the
Industry Day will be made available to prospective offerors via NAVWAR E-Commerce in
the same section. We recommend prospective offerors subscribe to the solicitation (PA)

You will not receive an email confirmation but you will be provided a link to the event
within 48 hours of the start of the event.

The One-on-One sessions will be conducted to assist the Government in fact finding for
the OT opportunity. Firms that manage consortiums, individual firms that have
experience with consortium OTs or other interested parties are welcome to sign up.
There will be six (6) Q&A/information exchange sessions and will be filled on a first come-
first serve basis.

Attendance at this Industry Day is NOT a requirement and in no way prohibits any
company from submitting a proposal in response to any forthcoming solicitation. The
Industry Day for this requirement will only address information related to the IWRP 3
opportunity identified: N6523623R0063.

This notice announces and provides the DRAFT Program Announcement (PA) for the
Other Transaction (OT) for Information Warfare Research Project (IWRP) 3 for Naval
Information Warfare Systems Center Command (NAVWAR), Naval Information Warfare
Center (NIWC) Atlantic and NIWC Pacific for a consortium-based OT under 10 U.S.C.
§4022. The solicitation number is N6523623R0063.

NIWC Atlantic will post the final PA/solicitation through the NAVWAR E-Commerce
website (https://e-commerce.dc3n.navy.mil//) and SAM.gov after receiving input from
the upcoming Industry Day event. The IWRP 3 Industry Day event is scheduled for 11
October 2023 at Trident Technical College, located at 7000 Rivers Avenue, North
Charleston. Further details for the upcoming IWRP 3 Industry Day event will be posted
separately through E-commerce and SAM.gov and will reference N6523623R0063. The
final PA is tentatively scheduled for release by the end of October 2023.
