1.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

1.1. The combined synopsis is issued as a Request for Quotation (RFQ)/ under solicitation number: W50S9C-23-Q-0017 

1.2. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023--05 dated 09/07/2023. 

1.3. Small Business set-aside: 100%. Applicable size standard is $12.5M

1.5. Site Visit: A site visit will be available on 19 Sept 2023 at 10 am (EDT); Location: Vermont Air National Guard (multiple buildings). The Government will not be charged for any costs incurred for attending site visit. Please RSVP to the site visit NLT 18 Sept 2023 (3 pm EDT) to Kristen.Lucey.2@us.af.mil.

1.11. Description of requirements for the items to be acquired: Annual PCA / AC Maintenance Services for the 158th Vermont Air National Guard.

1.12. Periods of Performance (PoP): 28 Sept 2023- 27 Sept 2026

1.13. Place of Performance: Vermont Air National Guard (multiple buildings)

1.14. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

1.15. Funds are not presently available for this acquisition.  No contract award will be made until appropriated funds are made available.  Award will be made to the offeror who represents the best value to the government as outlined in accordance with the criteria set forth within the RFQ.  No contract award will be made until appropriated funds will be made available.  

1.16 The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the provision.

1.17 Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

1.18 Clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the clause.

1.19 clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
