99 CES Refinish Gym Flooring

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

1. The solicitation number is F3G3CE4123AW03. This solicitation is issued as a Request for Proposal (RFP). A Firm Fixed Price type contract will be awarded.

2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, effective 22 April 2024.

3. This combined synopsis/solicitation is being issued as Small Business set-aside, and the associated NAICS code is 238330- Flooring Contractors, Small Business Size Standard $19.0M.

4. Offeror’s shall provide a completed proposal.

5. DESCRIPTION OF SERVICES: The Contractor shall refinish the wood flooring on three (3) basketball courts at the Warrior Fitness Center, located at Nellis Air Force Base, NV, 89191.  Floor replacement, court striping, logos, and lettering are also required to include the vent base and corners for the main gym. Logos and lettering will be performed according to NCAA Basketball and NCAA Volleyball rules. The 3 Air Force and Nellis logos/lettering will be duplicated as existing. Add pickleball court markings on each court using USApickleball.org guidelines (https://usapickleball.org/). On court 3, add AF High Aerobic Multi Shuttle Run (HAMR) markings (two separate lines 65 ft apart and width of basketball court). Floor area is approximately 20,400 Square Feet.

6. Period of Performance:  30 Days, ADR

    Place of Performance:  Nellis AFB, NV  

7. Site Visit:  5 June 2024 @ 09:30 AM PDT.  Meet-up will be at Nellis AFB Visitor’s Center at 09:00 AM PDT.  All vendors must RSVP by submitting names directly to Ms. Jessica Lavender via email at jessica.lavender.1@us.af.mil , no later than 29 May 2024, 3:00 PM PDT.  No more than two (2) representatives per company may attend. 

Questions arising from the Site Visit, shall be asked, in writing, and sent no later than 6 June @ 10:00 AM PDT.  Questions submitted after the aforementioned cutoff date will not be reviewed or answered.  Questions shall be submitted directly to Ms. Jessica Lavender via email at jessica.lavender.1@us.af.mil.  All responses to questions will be posted to SAM.gov for viewing. 

8. Offers are due no later than Tuesday, 11 June 2024 at 10:00am PST. Only offers submitted electronically via email will be considered for this requirement.
