Description

USSOUTHCOM has a requirement for a non-personal services contract to provide support to United States Southern Command (USSOUTHCOM) J8 Directorate. The J8 Directorate interfaces with the other USSOUTHCOM Directorates and subordinate commands to perform the planning, management, and financial accountability of multilateral engagement activities with USSOUTHCOM’s partner nations. The Traditional Commander Activities (TCA) Program and USSOUTHCOM Debit Card (DC) Program are required to maintain extensive data management capabilities to refine, consolidate and integrate information for audit readiness, reporting and accountability.  

The TCA and USSOUTHCOM Debit Card (DC) Programs facilitate the Combatant Commander’s Theater Security Cooperation (TSC) activities in the USSOUTHCOM Area of Responsibility (AOR). These programs are designed to support the commander to promote regional security and to build partnerships through multilateral engagement activities with militaries, civilian-military authorities and security forces. The TCA Program, via Cloud-based TCA Information Management System (CTIMS), manages, funds and processes approximately 500 engagement events per fiscal year that are submitted annually by the Security Cooperation Offices (SCO) in 29 countries, Military Components, Regional Centers, and HQs USSOUTHCOM Directorates and Special Staff Sections. TCA event categories include Conferences, Seminars, Subject Matter Expert Exchanges (SMEE), Key Leader Engagements (KLE), Orientation Visits, Assessments and State Partnership Program (SPP) events. The Debit Card Program handles 225-250 debit cards a year that are mostly for TCA events, but not limited to TCA events. The USSOUTHCOM DC Program activation & reconciliation process and card inventory is managed thru CTIMS. In addition, CTIMS manages and provides a conference platform for USSOUTHCOM, as per SC Policy Memorandum 11-19, DoD Sponsored Conference, and non-DoD Sponsored Conference Policy, dated 09 October 2019.
