This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice.
Synopsis/Solicitation N0017824R1600 is issued as a Request for Notice. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.
This requirement is eligible for small business set-aside.
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to issue Blank Purchase Agreements (BPAs) for the procurement of Leadership Development Courses for services identified in the attached Statement of Work, in accordance with Simplified Acquisition procedures, FAR Part 13. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. All calls/orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list.
The Government will not be issuing a formal Request for Proposal (RFP) because this notice will result in a BPA. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. The Government reserves the right to periodically solicit additional offers to add new vendors to the calling list.
The synopsis is open to small business concerns. Individual call orders will identify specific requirements and technical points of contact and will NOT be competed based on the appropriate NAICS code. Individual call orders shall not exceed the Simplified Acquisition Threshold of $250,000.00. Simplified Acquisition procedures in accordance with FAR Part 13 will be utilized. The Government reserves the right to add/delete vendors at any time throughout the life of the BPA. There is no minimum or maximum Government obligation. In compliance with DFARS 252.232-7006, “Wide Area Workflow Instructions (DEC 2018)”, the Government will utilize Wide Area Workflow (WAWF) (https://wawf.eb.mil/) to electronically process vendor requests for payment.
Interested parties are requested to provide their Cage Code and DUNS numbers for verification of inclusion in the System for Award Management (SAM) – https://www.SAM.gov. Responsibility determinations will also precede issuance of a BPA and will be conducted in accordance with FAR 9.104. Interested parties are encouraged to address the seven elements of responsibility contained in FAR 9.104 and to complete FAR Clause 52.219-1.
The applicable NAICS code is 611430, size standard $15,000.000. The principal place of performance is the vendor’s location.
All responsible sources may submit a capability statement, and historical data which shall be considered by the agency.
BPAs will be issued on the basis of technical capability, past performance and price. Interested vendors should provide a minimum of five (5) past performance references. These references should include name of business, address, phone number, point of contact, contract/purchase order number and item description. Past performance will be evaluated based upon quality and timeliness of delivery. The Government reserves the right to use additional past performance references if necessary. FAILURE TO SUPPLY THE REQUESTED INFORMATION WILL AFFECT YOUR ABILITY TO BE AWARDED A BPA.
All BPA calls/orders shall be issued on a firm fixed price basis. Companies interested in receiving a BPA shall submit the requested documentation no later than Monday, 6 November 2023 by 12:00PM EST to the attention of Suzanne Gibson, Naval Surface Warfare Center Dahlgren Division, 17632 Dahlgren Road, Dahlgren, VA 22448-5110 or via email to: suzanne.m.gibson9.civ@us.navy.mil.
