Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is being issued as a total small business set-aside. The associated NAICS code is 541690. The small business size standard is $16.5M.

This combined solicitation/synopsis is for purchase of the following commercial services: Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for deployment of an underwater fish tag detection with two VEMCO acoustic receivers (to be provided by NWFSC) to be mounted on a perennially maintained buoy in coastal marine waters along the continental shelf of Washington State and deployment, on the same buoy of a DMON2 autonomous acoustic recorder (vendor to purchase and provide) capable of monitoring marine animal vocalizations, especially those of killer whales. The vendor shall provide a permanent or semi-permanent mooring with a buoy and equipment that collects oceanographic data (e.g., IOOS Buoy) equipped with two VEMCO receivers capable of detecting VEMCO 69 kHz acoustic tags After the deployment is complete, the vendor will analyze the in situ oceanographic data (temperature, salinity, pressure, dissolved oxygen, chlorophyll and CDOM fluorescence, light backscatter, depth-average water velocity), the acoustic tag detections, and the whale vocalizations. The vendor will work with NOAA scientists to report findings and to publish the results as appropriate for the Northwest Fisheries Science Center (NWFSC).
