This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02 (22 January 2024). The MICC -FB intends to solicit, negotiate, and award a Firm-Fixed Price contract Web Based Media Monitoring Services for Joint Task Force - National Capital Region/ U.S. Army Military District of Washington.

The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years including all options and extensions in accordance with FAR 52.217-8 reads as follows:

Base Year:        18 March 2024 – 17 March 2025                                  

Option Year I:    18 March 2025 – 17 March 2026                                   

Option Year II:   18 March 2026 – 17 March 2027

Option Year III:  18 March 2027 – 17 March 2028

Option Year IV:  18 March 2028 – 17 March 2029

FAR 52.217-8:    18 March 2029 – 17 September 2029

Clauses and provisions throughout this solicitation can be viewed by accessing website www.acquisition.gov. FAR provision 52.212-1 [Instructions to Offerors Commercial] applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered in the System for Award Management (SAM). The SAM can be accessed via the internet at https://www.sam.gov/portal/public/SAM/. Confirmation of SAM registration will be validated prior to awarding a contract.  The provision at FAR 52.212-2, Evaluation – Commercial Items and any addendums to this provision apply to this acquisition.  The clause at FAR 52.212-5, Contract Terms and Conditions to Implement Statutes or Executive Orders – Commercial Items applies to this acquisition.

Vendor shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications, FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment and FAR 52.204-26 Covered Telecommunications Equipment or Services-Representation with their offer. Offeror shall include a confirmation of receipt of any amendments to this solicitation. Failure to submit a confirmation could result in the offer being determined non- responsive.
