Page 2 of 2 Intent to Sole Source The Department of Veterans Affairs, Network Contracting Office 7 located in 6439 Garners Ferry Road, Columbia SC intends to issue a sole source Firm-Fixed Price (FFP) contract to Grace Outdoor Advertising, LLC., 1201 Lincoln St, Ste 300, Columbia, SC 29201-6109. Grace Outdoor Advertising, LLC is the sole authorized Small Business owner and exclusive proprietary rights of the Digital Signage Billboards also partner-landowner Unistar/Manburn and Fruit Outdoor, also has the exclusive data rights for all billboard locations. Due to the exclusivity, there are currently no opportunities for any other business, regardless of size or socioeconomic category to participate or compete on this requirement. Grace Outdoors Advertising, LLC. will provide services for the Digital Signage Billboards for the Columbia VA Medical Center, 6349 Garners Ferry Road, Columbia, SC 29209. The Digital Signage Billboards will provide advertising the Columbia VA Medical Center. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), soliciting from a single source. The NAICS code utilized for this procurement is Digital Signage Billboards with a Small Business Size Standard of $38.5 Million. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 3:00 P.M. EST, Tuesday, August 16, 2022, to: Earnest.Ellison@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
