This Solicitation is an announcement of a requirement for Integrated Solid Waste Management (ISWM) as defined in the Performance Work Statement (PWS) at Holloman AFB, NM 88330.

Description of Work: As part of the requirements for ISWM Collection (aka Refuse collection), the contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform ISWM collection services at Holloman Air Force Base. The contractor shall be required to perform ISWM collection from dumpsters and roll-off industrial dumpsters, perform unscheduled ISWM collection and special event pickups; as well as paint and maintain dumpsters and dispose of refuse at disposal sites 38 miles and/or 21 miles one way from the base in accordance with the contract performance-based standards and all local, state, and federal regulations. Collection includes emptying, collecting and disposing of all waste off-base and ensuring containers are maintained. Contractor is subject to vehicle weighing and associated records for disposal and landfill tipping. Estimated workload is 2,000 tons annually currently utilizing 278 containers (4 CY to 40 CY) within a base area of 93.186 square miles (59,639 acres).

Period of Performance (PoP): The PoP is for a base year from 1 Oct 2023 - 30 Sep 2024, and four option years.

Important Notices: This acquisition will be competitively set-aside for eligible 8(a) participants. A 8(a) participant will be considered under North American Classification System (NAICS) code 562111 with a size standard of $47M. Eligibility to participate may be restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages. All offerors must be registerred in the System for Award Management (SAM.gov).

The questions will be answered and posted anonymously to SAM.gov by 1630 MST on 19 Jun 2023.

Other Details: Responses to this Solicitation are due no later than 1630 MST on 26 Jun 2023. The contractor shall ensure price includes New Mexico Gross Receipts Tax (NMGRT). Any late responses will not be considered.
