THIS NOTICE IS POSTED IN ACCORDANCE WITH FAR PART 5.2 AND 36.213-2.

THIS RESTRICTED ACQUISITION IS A SET ASIDE WOMEN OWNED SMALL BUSINESS.

THE CURRENT STATUS IS A PRE-SOLICITATION AS IT IS A CATEGORY Z-MAINTENACE AND REPAIR PSC CODE Z2LB Repair or Alteration of Highways, Roads, Streets, Bridges, and Railways Magnitude of this project is between $1,000,000 and $5,000,000.00. The Location of this project is JBSA-Lackland AFB, City of San Antonio, Bexar County, in the State of Texas.

THE 502D CONTRACTING SQUADRON, JBSA-LACKAND, TEXAS; INTENDS TO AWARD A FIRM FIXED PRICED CONTRACT WITH A 315 CALENDAR DAY PERIOD OF PERFORMANCE.

Project Description: REPAIR OF TRUEMPER AVENUE Project that will have a 95%, 100% AND IFC design review with government approvals.

This project has three sections: 

Truemper Ave. Section 4: Starts from the bridge embankment to north Truemper-Kelly Dr. intersection (exclude the intersection).

Truemper Ave. Section 6:
Located along the Southbound one lanes of Truemper Ave. approximately 800 lineal feet of a utility repair patch between Building 1528 and Selfridge Blvd.

Truemper Ave. Section 5:
Starts from Truemper-Selfridge Blvd. intersection (includes the intersection) to mid of Truemper-Kellack St. intersection.

The work includes Mill and Overlay of the existing roadway with Full Depth repair in areas where base material is exposed or the roadway is showing structural distresses, curb and gutter replacement (as needed), drainage improvement, and other incidental related work deemed necessary. There are no know performance or cost risks identified for this acquisition. This type of construction requirement is based on prescribed specifications and contractors performing this work are capable of those requirements. Similarly, there are no known cost risks anticipated based on current market conditions.

237310 - Highway, Street, and Bridge Construction: THIS INDUSTRY COMPRISES ESTABLISHMENTS PRIMARILY ENGAGED IN THE CONSTRUCTION OF HIGHWAYS (INCLUDING ELEVATED), STREETS, ROADS, AIRPORT RUNWAYS, PUBLIC SIDEWALKS, OR BRIDGES. THE WORK PERFORMED MAY INCLUDE NEW WORK, RECONSTRUCTION, REHABILITATION, AND REPAIRS. SPECIALTY TRADE CONTRACTORS AREINCLUDED IN THIS INDUSTRY IF THEY ARE ENGAGED IN ACTIVITIES PRIMARILY RELATED TO HIGHWAY, STREET, AND BRIDGE CONSTRUCTION (E.G., INSTALLING GUARDRAILS ON HIGHWAYS.

THE SOLICITATION WITH THE OFFICIAL SPECIFICATIONS WILL BE AVAILABLE ON THE WORLD WIDE WEB ON OR ABOUT 01 AUG 23. THE TENTATIVE DATE FOR RECEIPT OF BIDS WILL BE 31 AUG 23.

THERE IS NO FEE FOR THIS SOLICITATION.

CONTRACTORS SHALL BE CAPABLE OF SECURING BONDING FOR THE TOTAL PROPOSED AMOUNT, HOWEVER, CONTRACTORS SHALL BE ONLY RESPONSIBLE FOR PROVIDING BONDING FOR THE BASE AMOUNT.

CONTRACTORS THAT ARE DEBARRED, SUPSENDED, OR PROPOSED FOR DEBARRMENT ARE EXCLUDED FROM RECEIVING CONTRACTS. AGENCIES SHALL NOT CONSENT TO SUBCONTRACT WITH THESE CONTRACTORS.

YOU SHALL PROVIDE A COPY OF THE SF 1442 AND ACKNOWLEDGE AND/OR SIGN ALL AMENDMENTS AT THE TIME AND PLACE SPECIFIED IN THE SOLICITATION FOR THE RECIPT OF BIDS.

THERE WILL BE A PUBLIC OPENING. SEALED ENVELOPES CONTAINING BIDS SHALL BE MARKED TO SHOW THE OFFEROR'S NAME AND ADDRESS, THE SOLICITATION NUMBER AND THE DATE AND TIME PROPOSALS ARE DUE A REGISTRATION PAGE WILL BE ATTACHED TO THE WEBSITE.

YOU ARE NOT REQUIRED TO REGISTER. HOWEVER WHEN YOUR REGISTER YOU WILL RECEIVED NOTICE OF ANY AMENDMENTS AND/OR ADDENDA THAT MAY BE ISSUED TO THE SOLICITATION.

IF YOU HAVE NOT REGISTERED IT WILL BE YOUR RESPONSIBIITY TO CHECK THE WEB SITE FOR ANY CHANGES TO THE SOLICITATION.

"NOTICE TO OFFEREOR(S)/SUPPLIER(S): FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. THE GOVERNMENT RESERVEST THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS". IF FUNDING IS NOT AVAILABLE BY 30 SEP 2023, THE SOLICITATION WILL BE CANCELED.

AN AWARD PRIOR TO 30 SEP 2023 WOULD REQUIRE THE CONTRACTOR TO BEGIN PERFORMANCE WITHIN 90 DAYS OF AWARD TO MEET BONAFIDE NEED.
