This solicitation will be issued as OTHER THAN FULL AND OPEN COMPETITION NOT PREVIOUSLY ADDRESSED.  Item is not coded as commercial.  

All responsible sources may submit a proposal to be considered. A letter will be utilized to solicit the Request for Proposal (RFP) as there is currently a Basic Ordering Agreement (BOA) in place.  A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board System (DIBBS).  A copy of this solicitation will only be available to interested requesters by contacting the buyer directly.  

In order to receive an award, regardless of dollar value, you must be registered in the System for Award Management (SAM).  SAM registration is at https://www.sam.gov. Alternate offerors must submit a Source Approval Request (SAR) package along with a completed copy of the solicitation in order to be considered for award.
