Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03 effective February 23, 2024.
This solicitation is being conducted utilizing full and open competition.
The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 Surgical Appliance and Supplies Manufacturing. with a small business size standard of 800 Employees.
The Federal Supply Code (FSC) is 6515 Medical and Surgical Instruments, Equipment and Supplies.
The Department of Veterans Affairs, Regional Procurement Office Central, Network Contracting Office 10, 24 Frank Lloyd Wright, Ann Arbor, MI, 48105 is seeking to purchase two (2) new medical instrument drying cabinets for the Lieutenant Colonel Charles S. Kettles VA Medical Center.
All interested and qualified companies shall provide quotations for the following. Any delivery/freight charges shall be incorporated into the unit price for the drying cabinets, or not exceed $250.00 if listed as a separate line item.
Supplies/Services
The drying cabinets being sought, including installation and optional items, are Steelco brand-name or equal:

Equivalent drying cabinets must meet the following requirements:
1. Have full glass doors for rapid visual inspection of stored items.
2. Use indirect UV air treatment to quickly dry instruments, equipment, and general items.
3. Cabinets provide a controlled storage environment with HEPA H14 filtered air flow.
4. 8 stainless steel shelves, removable, adjustable with a total capacity up to 16 DIN 1/1 trays; allows custom configuration.
5. Digital passcode protected control panel with LED display to set working temperature and duration.

All quoters shall submit the following: (1) Price quote which includes all the items listed above, (2) Product information in sufficient detail to show comparability to the Steelco brand-name if quoting other than exact Steelco items, (3) Time of delivery after receipt of order, (4) Verification letter designating your company as an authorized distributor if you are not the OEM, and (5) Place of manufacture for the quoted cabinets.

Award will be based upon lowest price, technically acceptable criteria in accordance with the Simplified Acquisition Procedures of FAR 13.
To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

Quoters shall list exception(s) and rationale for the exception(s), if any.
Submission of your response shall be received not later than 5:00 PM Eastern Time, Wednesday, March 13th, 2024 by email at Ghazal.Jones@VA.Gov.
Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
