This is a Total Small Business Set Aside with preference to Native American Owned Small Business per HHSAR 326.600-2 Buy Indian Act acquisition regulations.  This clause is included in Full Text.

All Small Businesses are encouraged to respond in the event no Native American Owned Small Business is successful.

The Diabetes Program Consultant is a person with current knowledge and considerable experience that is acceptable by medical standards of practice.  This Consultant is to be a reliable resource to the diabetes program staff and other medical providers working in California Tribal or urban healthcare centers.  ­The Consultant must have knowledge of and experience working with ­­­ federally funded Tribal and urban Indian healthcare clinics, and considerable knowledge of diabetes and prediabetes as it relates to American Indian/Alaska Native (AI/AN) populations is required.  The Consultant must demonstrate knowledge and experience in diabetes education and care management, care coordination, and effective use of data. In addition, the Consultant must demonstrate proficiency in grant writing and grants management, and the ability to evaluate program capacity and effective and efficient use of program resources.  The Consultant must demonstrate ability to teach these skills to others to support efforts in diabetes prevention and care, program management and resource utilization.  To qualify for the position, a current health occupations license or registration (such as Registered Nurse, Physician Assistant, Physician, or Registered Dietitian) is required. Certification as a Diabetes Education and Care Specialist (CDECS), or an equivalent credential with expert knowledge and experience in diabetes care and education is required.
