Solicitation has been amended to implement changes from Class Deviation 2025-O0003 by:

• Removal of clause 52.222-25,
• Replacement of clause 52.213-4 with 52.213-4 TERMS AND CONDITIONS - SIMPLIFIED ACQUISITIONS (OTHER THAN COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (MAR 2025)(DEVIATION 2025-O0003), and
• Replacement of clause 52.204-8 with 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (MAR 2025)(DEVIATION 2025 O0003).

Solicitation and associated documents have been updated to address the following:

(1) Amended Solicitation -

• Page 1 designated is "is not a small business set aside"
• Page 3 Instructions to Offerors, section 1b - updated to state full and open and not a set aside
• Page 49 - List of Attachments - Update Attachment 3 and added attachment 6

(2) OPSEC Contract Requirements Rev 1 - Updated to state an OPSEC Plan is now required.

The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit a full and open competition strategy Firm-Fixed Price contract for the inspection and repair of a propulsor "PC.1A" and "Leading Edge Ring" onboard a Virginia-class submarine in accordance with HRMC-504-25. The tentative period of performance is 17 April 2025 - 31 May 2025.

Proposals for this requirement will be due on 19 March 2025, 0900 HST. Submissions are to be emailed to both the primary and secondary point of contacts listed in this posting.

This solicitation is prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 2025-03, DFARS (01/17/2025), and NMCARS 18-22.

The appicalbe North American Industry Classification Systems (NAICS) code assigned to this requirement is 336611 and the size standard for this NAICS code is 1,300 employees. The Product Service Code is J020 - Maintenacne, Repair, and Rebuilding of Equipment - Ship and Marine Equipment. All firms or individuals responging must be regiestered with the System for Award Management (SAM)  at https://www.sam.gov by the award date.

Written offers shall be submitted in accordance with the CLIN structure and instructions established in Instructions for Offerors section of the attached solicitation N32253-25-Q-0019.
