Description

Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Indefinite Delivery Indefinite Quantity (IDIQ) Contract with fixed price contract items to Leonardo MW Ltd., Edinburgh, UK. This contract will consist of a base year and four (4) option years. This requirement is a follow-on effort for the continued production of AN/ZPY-8 (Osprey 30) radar equipment to be integrated into the MQ-8C Fire Scout System. The Government intends to solicit and negotiate with only one source for this requirement under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Leonardo MW Ltd is the only qualified provider of the AN/ZPY-8 (Osprey 30) radar equipment that has previously been fully integrated and tested on the MQ-8C. Leonardo MW Ltd. is the only qualified source to perform this effort. Any attempt to establish a second source would delay the continued operational fielding by 18-24 months and create risk to the support of missions in the FY24 through FY29 timeframe. Additionally, the establishment of a second source would result in substantial duplication of costs to the Government that could not reasonably be expected to be recovered through competition.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
