Description

The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Kaua’I Island Utility Cooperative (KIUC).  A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305.

The proposed contract action is for repair services of an Aerial Fiber Optic Cable required to support data transport capabilities between Pacific Missile Range Facility (PMRF) Barking Sands main base site and PMRF’s remote instrumentation sites at Koke'e and Makaha Ridge. The fiber optic cable is owned by the Kaua'i Island Utility Cooperative (KIUC) and provides PMRF exclusive use of a portion of the fiber cable via an existing Memorandum Of Agreement (MOA).  Additionally, Per the MOA, the aerial fiber optic cable in the electrical space on KIUC transmission and distribution poles is solely owned and operated by KIUC. While KIUC reserves 60 of 72 strands of fiber contained within the ADSS aerial cable for PMRF use, the MOA states that the Government does not have any access to any of the poles, ducts, conduits, rights-of-way, or any utility property including the installed aerial fiber optic cable owned by KIUC. KIUC retains exclusive use of the remaining 12 of 72 strains.

At this time, the incumbent contractor Kaua’I Island Utility Cooperative (KIUC) is the only source capable of providing all necessary services for the Kaua'i Island, HI. KUIC owns the fiber cable as well as the majority of the infrastructure the fiber cable is using (power poles).

The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements.  Companies who believe they can provide this service must indicate their interest in writing within 5 days of this notification and include a detailed capability statement.  No reimbursement for any cost connected with providing capability information will be provided.  All responsible sources will be considered in evaluating the determination to issue a sole-source contract.  Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.  A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.

The North American Classification System (NAICS) code 517810 will be used for determining company size status.
