Description

The Centers for Disease Control and Prevention (CDC) intends to award a fixed-price contract on a sole source basis to Riskren PTE, Ltd., Singapore, Singapore for facility auditing services in accordance with the World Health Organization’s (WHO) Global Action Plan (GAP III) standards. This is the only known Vendor that is WHO-approved, having been involved in the GAP III standard development for the adherence to containment measures, as required by GAP III. Riskren is the only organization recognized by WHO as qualified to conduct GAP III certification audits, according to WHO’s Containment Certification Scheme (CCS) and GAP III. Having an auditor not recognized as WHO-qualified perform the auditing services associated with this polio-essential laboratory facility will jeopardize the laboratory’s current certification. This puts the Government’s polio response globally at significnt risk and the Government may incur a significant financial burden to obtain laboratory certification again. The North American Industry Classification System Code (NAICS) for this requirement is 541690 with a size standard of $16.5M. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part FAR 13.106–1 (b) and 10 U.S.C. 2304 (c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This Notice of Intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) calendar days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to the Contract Specialist, Lee Catherine Kennedy, at vhg0@cdc.gov by 10:00am ET, Saturday, 6 August 2022 and must contain documentation of current WHO-qualification to perform an audit and all related auditing services in accordance with CSS and GAP III standards.
