Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source, Cost Plus Fixed Fee (CPFF) order under Basic Ordering Agreement (BOA) N00019-19-G-0029 with Lockheed Martin, Orlando, FL, to procure repair support of F/A-18E/F Infrared Search and Track (IRST) Block II weapon replaceable assembly (WRA) test assets, in particular the Infrared Receiver (IRR) and Processor, during Development Test. The offeror must be capable of performing diagnostic analysis, issue troubleshooting, and repair on these specific WRAs at its facility.
This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". As the original equipment manufacturer of the F/A-18E/F IRR and Processor, only Lockheed Martin has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
