Description

This pre-solicitation notice is hereby issued in accordance with FAR 5.203.  The purpose of this synopsis is to announce the Naval Undersea Warfare Center Division Keyport’s (NUWC Division, Keyport) intent to negotiate a Cost Plus Fixed Fee (CPFF) sole source bridge contract with BAE Systems Technology Solutions & Services Inc., located at 520 Gaither Road, Rockville, MD 20850.  This bridge contract will include one 5 month base period of performance estimated to start in April 2024.  The period of performance is intended to support corrective action taken due to a protest and a subsequent protest period, if needed.  The current contract expires 17 April 2024.  This time frame is estimated and is subject to change as necessary.

NUWC Division, Keyport intends to issue a solicitation to BAE Systems under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements, to provide uninterrupted In-Service Engineering Support Services to the Fleet Readiness Department (Code 40), including supporting system level technical expertise in the Functional areas of Supply & Material Support, Technical Data Support, Help Desk Support, Engineering & Technical Support, and Training & Instruction Support.  The contractor shall support the conduct of engineering and technical reviews, data gathering, data entry, data analysis, report generation, technical support, database maintenance, software and systems documentation support.

The NAICS code for this acquisition is 541330, Engineering Services, with a small business size standard of $47.0 million, under Exception 3, Marine Engineering and Naval Architecture.  A determination by the Government not to compete the proposed acquisition is based on the bridge contract nature of this procurement.

This notice of intent is not a request for competitive proposals.  However, all responsible sources may submit a capability statement, proposal or quotation by 31 January 2024, which shall be considered by the agency.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received normally will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Responsible sources may submit questions regarding this action to Kimberly Hammit at kimberly.s.hammit.civ@us.navy.mil.
