Description
NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed price contract to Foster and Freeman USA, Inc., (CAGE Code 3H9H4), 20145 Ashbrook Place, Suite 190, Ashburn, Virginia, 20147, USA for one (1) VSC9000 Instrument with an external camera. This acquisition will include a trade-in discount for a Foster and Freeman VSC6000 Instrument that was procured in 2009. The Justification for Other Than Full and Open Competition is attached to this notice.
The North American Classification System Code (NAICS) is 334516, Analytical Laboratory Instrument Manufacturing. The statutory authority permitting other than full and open competition is Title 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency no later than 9:00 AM (EST) on 14 February 2025. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
Vendors must be registered in SAM, (effective July 29, 2012), to receive government contracts. The FBI utilizes a financial system that has a direct interface with SAM. Please ensure that your company’s SAM information is updated and accurate. This includes the TIN, EFT, DUNs, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
