Description

Notice of Intent to Sole Source

The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) has a requirement for American Society for Testing and Materials (ASTM) subscription renewal of their Digital Library, Set of Standards, and Enterprise Subscription for a base year and two option year coverage periods. The ERDC intends to issue an award to American Society for Testing and Materials (ASTM) dba ASTM International, 100 Barr Harbor Drive, West Conshohocken, PA  19428-2951 on a sole source basis. This procurement is being conducted using Federal Acquisition Regulation (FAR) Part 12 supplemented as needed with FAR Part 13 for Simplified Acquisition Procedures (SAP) procedures.  The NAICS code for this requirement is 513120 with a size standard of 1000 employees.

The ERDC ITL Library is responsible for providing trained information professionals and worldwide information access in all areas of ERDC’s missions through online databases, reference materials, interlibrary loans, article reprints, etc. This requirement is an annual renewal of the journal subscription to maintain up-to-date information to support ERDC’s mission. The ITL Library has a requirement to procure one multiple physical site license for the following journals: ASTM Complete Set of Standards, Digital Library, and Enterprise Subscription. These requirements are only available through ASTM as the owner of the Intellectual Property.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, interested vendors or contractors may submit their capabilities and qualifications in writing to Kristi-Jo Noel by email address kristi.j.noel@usace.army.mil  no later than 4:00 PM EST on November 14, 2022.   Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.   The determination whether or not to compete this procurement is the discretion of the Government.  All communications in response to this notice must be in writing.  Interested parties may submit any information for consideration to kristi.j.noel@usace.army.mil.  All communications must include the reference number in the subject line by the date stated above.
