Title: Cable Television and Internet Cable Modem Services
1. This is a sources sought/Request for Information (RFI) announcement. This is not a Request for Proposal and no award will be made from this notice. There is no solicitation available at this time. This notice is for market research purposes to determine the availability and capability of small businesses for the requirements identified herein.
2. All Small Businesses including Small Disadvantaged Businesses, Women-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and certified HUBZone Small Businesses with current relevant experience and capability are encouraged to respond.
3. The Court Services and Offender Supervision Agency (CSOSA) requires continued high-definition (HD 1080p) Cable TV services in eight CSOSA office locations and Internet Cable Modem services in seven CSOSA office locations. Satellite services are not acceptable or authorized. The agency is seeking contractors who can provide Cable TV and Internet Cable Modem services for one 12-month base period and option periods. The number of options, if any, will be determined as a result of this notice.
4. Place of Performance. The services described herein are to be performed at various CSOSA office locations throughout Washington, DC. A list of the CSOSA office locations to receive cable TV and Internet Cable Modem services is provided below:
a. All proposed channel packages must include a minimum of the following HD (1080p) television channels:
CSPAN, CSPAN II, District of Columbia Network (DCN), WDCA, WMPB, WDCW, WRC, WTTG, WETA, WJLA, News Channel 8 (NEWS8), WUSA, WHUT, WPXW, WJAL, The Weather Channel, Headline News (HLN), Cable News Network (CNN), Fox News Channel (FNC), MSNBC, CNB, University of District of Columbia Channel 19/98 (UDC), Bloomberg Business Television (BLOOM), Fox Business (FBN), BBC World News (North America) (BBCW), ESPN, ESPN2.

5. Additional scope of work requirements include:
a. The contractor shall provide Comcast Business (or Government) Cable Television package at each CSOSA location.
b. CSOSA shall have the ability to add, change or remove services as needed during the contract period of performance.
c. The Contractor shall provide telephonic help desk services during standard business hours.
d. The Contractor shall furnish all Cable TV set-top boxes and internet cable modem hardware required to provide the services identified in paragraph 4 above.
e. The Contractor shall only invoice for activated Cable TV and Internet Cable Modem Devices on a monthly basis.
f. The Contractor shall provide pricing to install additional Cable TV wiring, HD Cable TV Set-top boxes, and Cable Modems when requested by the agency. Cabling installed by the contractor shall meet all DC building codes and requirements by the building lessors.
g. The Contractor shall provide evidence that they are either the provider or an authorized reseller that has the ability to provide Business Cable TV and Cable Modem services in their proposal. The Contractor must provide a proof of Comcast reseller authorization. The agency is currently using Comcast to provide Business Cable TV and Cable Modem services.
6. All responsible sources who believe they can provide the above required services shall submit the following:
a. Complete company name;
b. Complete business address;
c. Company point of contact name, phone number, and email address;
d. Company Cage Code;
e. Company Unique Entity Identifier (UEI) Code;
f. Identity Small Business Size Standard for the NAICS identified below;
g. Completed SAM registration. To receive an award, a company must be registered in SAM; and
h. A short description of the company’s capability to provide the above required services to include:
(1) Identity of the owner of the cable lines (infrastructure) to be used to provide cable services at the locations. If the owner the cable lines (infrastructure) is other than entity submitting a response to this RFI, provide documentation that authorizes the company responding to this RFI to use the cable lines for the services included above.
(2) Confirm that the cable service (infrastructure) entering into each CSOSA location identified in paragraph 4 above will support the number of Cable TV boxes and Internet Cable Modems required for each location.
(3) Lastly, provide confirmation that, at a minimum, the channels identified in paragraph 5.a above will be provided for Cable TV services for each of the locations identified in paragraph 4 above.
7. Information received as a result of this notice will be considered solely for the purpose of developing a competitive requirement. This sources sought notice does not constitute a solicitation for bids, quotes, or proposals and it is not to be construed as a commitment by the Government to enter into a contract or any award, nor will the Government pay for the information submitted in response to this request. All information contained in this Request for Information is preliminary as well as subject to modification and is in no way binding on the Government. The North American Industry Classification System (NAICS) Code is 517111 – Wired Telecommunications Carriers. The U.S. Small Business Administration’s small business size standard is 1,500 Employees.
