Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Construction Project at the West Texas VA Medical Center (VAMC) located at 300 Veterans Blvd. Big Spring, Texas 79720. PROJECT DESCRIPTION: The West Texas VAMC is seeking a general contractor to furnish all labor, tools, material, equipment, and supervision for a near-complete refresh of the data cable infrastructure. The scope of this project includes but not limited to the following infrastructure improvements: Prepare and install OIT materials in the VA campus for EHRM upgrades. Project includes all professional services required to renovate the existing telephone room for server deployment; renovate IT closets as indicated to include room modifications; HVAC cooling and controls; patch panel upgrades; provide cabling upgrades to CAT 6A; provide additional power and data drops for end user deployment equipment; provide power upgrades to IT closets and Telephone Room on the West Texas VAMC campus. Construction and commissioning will be in accordance with the A/E provided final drawing set and associated specifications. The design shall result in a project that is in full compliance with the latest edition VA Design Standards and other VA Operations Manuals. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued in late May of 2023. The period of performance is approximately 310 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
