THIS IS A PRE-SOLICITATION NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. Vendors should not submit quotes until the RFQ is posted to this website. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information resulting from this posting. General Description of Requirement: The U.S. Naval War College (NWC), College of Distance Education (CDE), Newport, RI intends to issue a firm-fixed-price contract to conduct multiple nonresident evening courses at multiple locations throughout the United States. The U.S. Naval War College (NWC), College of Distance Education (CDE), Newport, RI will solicit a firm-fixed-price contract to conduct nonresident evening courses in Joint Maritime Operations, Strategy and War, and Theater Security Decision Making to be held in the Millington, TN, Washington D.C., Pearl Harbor, HI, Norfolk, VA, Annapolis, MD, and Great Lakes, MI Areas. The courses are essentially the same as the same courses that are taught in-residence at the U.S. Naval War College, Newport, RI with the CDE resident faculty preparing the course syllabus, procuring teaching materials, and funding administrative expenses. Because the site of the courses is removed from the NWC it is necessary to contract for individuals who reside in those areas to serve as an instructor and local administrator for the courses. This requirement will be solicited as a small business set-aside. The applicable NAICS Code for this acquisition is 611710 with a Small Business Size standard of $16.5M. This Request for Quote (RFQ) shall be prepared in accordance with FAR 13, Simplified Acquisition (SAP) for Commercial Services. NOTE: All contractors must be registered in the System for Award Management (SAM) program in order to receive a contract award from any DOD activity. Contractors may access the Internet site at: https://sam.gov/ to register and/or obtain information about SAM. The Government anticipates the award of one firm-fixed-price contract. The Government will award a firm Fixed-price contract to the responsible offeror whose quotation represents the Best Value to the Government. Evaluation factors will be set forth in the solicitation. Request for Quote (RFQ). RFQ N0012422Q0216 will be released on or about June 14th, 2022 with a closing date of around July 1st, 2022. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. All prospective contractors must be registered in the System for Award Management (SAM), in order to be eligible for an award.
